You will have to consult the documentation on NT. If you have none, you

the throughput reported by the TCP_STREAM test is the number of bytes
transfered divided by the elapsed time.

the throughput reported by the TCP_RR test is the number of transactions
(exchanges of a request and a response) divided by the elapsed time.

the elapsed time is the quantity of time between when netperf starts
sending bytes, or initiating transactions until the time it stops.

if you want to get further into the deep-down details of exactly what is
measured, it would be best to examine the source code.
